This IA supports the proposals for a revision of the plant and forest reproductive material legislative framework. It effectively presents the need for a revision, to avoid further divergence in implementation across Member States, thus ensuring a level playing field on the EU market and availability of high-quality reproductive material adapted to align with the European Green Deals’ sustainability objectives. The baseline would have benefited from a qualitative analysis of the foresight trends it mentions. The IA presents a sufficiently broad range of policy options that address the problems identified and most stakeholder views. Stakeholders were widely consulted and their views taken into account throughout the IA. The economic, social and environmental impacts are assessed with specific focus on SMEs, through an SME test. The IA however acknowledges gaps in the data and the cost-benefit analysis, notably regarding impacts on SMEs, and bases its choice of the preferred option on a qualitative rather than quantitative analysis of the options.
