EU industry has started making the switch to using green raw materials in production processes as part of the transition, following the path set out in the Green Deal. For the Green Deal to be properly supported by industrial policy, a systematic effort will need to be made to develop green lead markets. One instrument that could support the development of green lead markets is green public procurement. However, there is currently no single and binding EU legal framework for green public procurement, but rather only individual initiatives taken up in varying pieces of legislation, such as the Public Procurement Directive, the Ecodesign Directive, the Construction Products Regulation, the Waste Shipment Regulation and a number of national measures.

  • Is the Commission preparing a green lead market strategy?
  • Does it plan to put forward a proposal for a legislative act on green public procurement in the EU?
  • What definition of ‘climate-friendly raw materials’ would help encourage transformative investment?
