Initiation of an anti-dumping proceeding concerning imports of softwood plywood originating in Brazil (CN 441239).

On March 6th, the European Commission has published a notice of initiation of an anti-dumping proceeding concerning imports of softwood plywood originating in Brazil (CN 441239).

The Complaint is submitted by EU producers of softwood plywood, collectively called the Softwood Plywood Consortium. The Complainants account for well above 25% of the total production in the EU of softwood plywood. Brazil is the fourth largest global manufacturer of coniferous plywood as well as the largest exporter, accounting for 27% of the global volume of exports and 4% of global production shares in 2021.

Calculations of the dumping margin provided in the Complaint show that softwood plywood from Brazil is being dumped in the EU, with substantial dumping margins. The Complaint provides clear evidence that the EU industry of softwood plywood is suffering material injury.

The investigation will be concluded, within one year, but not more than 14 months of the date of the publication of this Notice. Provisional measures may be imposed not later than seven months, but in any event not later than eight months from the publication of this Notice. The Commission will provide information on the planned imposition of provisional duties four weeks before the imposition of provisional measures, on the so-called pre-disclosure which is expected to be on October 7th .
