EUDR: The Council and Parliament reach agreement on the deforestation regulation
The negotiators from both institutions needed less than an hour on 4 December to harmonise their positions on the revision of this regulation. Their stances on the text were very similar: postponement of the application of the regulation by one year (to 30 December 2026), administrative simplifications for small operators from low-risk countries (including European countries), and the inclusion of a simplification clause by April 2026.
However, the agreement includes one addition, taken from the Parliament’s mandate: the exemption of the book sector and printed products, modifying for the first time the scope of the regulation. “An unevaluated exclusion that creates a dangerous precedent,” according to the Greens’ shadow rapporteur, Marie Toussaint, who did not participate in the trilogue, nor did her counterparts from other progressive groups (S&D, Renew, The Left).
The agreement must still be validated by environment ministers and EU Parliament in the coming days.
